What we found

Seven separate downlights in one Leppington house at practical completion, each with insulation hard against the fitting.

Why it happens

Insulation is laid from above and the fittings installed from below, on different days by different trades. Neither sees the other's result.

Why it matters

A fitting that requires air around it and does not get it runs hotter than it was designed to. That is a fire risk, above a ceiling you cannot see through.

Why seven is the point

One is an oversight. Seven is a process that had nobody checking it, which is exactly what an independent inspection is for.
